The article addresses the deficiency in the learning of English as a Foreign Language (EFL) in Technical Education in the Dominican Republic, identifying it as a social problem linked to science and technology, mainly manifested in student demotivation. Its objective is to provide a theoretical basis, drawing from science and technology references, for the learning of English as a foreign language among technical-level students in the Dominican Republic context. To this end, theoretical methods such as historical-logical, analytical-synthetic, inductive-deductive, and the system approach were used, focused on the motivation for learning the English language as a process and its development in the Dominican context. The discussion and results section presents the authors' position on the assumed categories and the development of the process in Dominican students. It is concluded that an effective teaching of EFL must solidly integrate motivation and the strategic use of technology as essential pillars for forming competent professionals.
