Abstract

This paper pretend examine the status of the information technologies and the communication (ITC) utilization, in order to give effect to policies of migration for ethical and cost-reducing the country needs establishes. This problem that persists in the educational centers of the country to achieve a change of perspective in the subjects on the utilization of the proprietary software and the inclusion of the free-software at the computer laboratories in order to raise the migrant process toward the free-software with the perspective to develop abilities, knowledge and moral values in the technicians and teachers that will indissoluble part from in the good functioning this homework. Likewise drawing the road for the obtaining of the technological independence in all of the educational centers of the country, paying tribute this to a better use of the information-technology available resources like a cost-reducing and ecological alternative at the computer labs of the educational centers.
