Improvement system: human resources management of Communist Youth and cybersecurity in junior high school

Abstract

The research aimed to design a professional development system that links human resource management within the Communist Youth with cybersecurity in Cuban junior high schools. The study focused on eight schools in Havana. Theoretical (analytical-synthetic, inductive-deductive) and empirical (surveys, interviews, document review) methods were employed, along with the Delphi method to validate the proposal. The main findings revealed shortcomings in the training of administrators to manage human resources and address educational cybersecurity risks. As a result, a professional development system structured in three levels (basic, intermediate, and advanced) was developed, integrating competency-based management and school data protection content. Limitations include the small geographic sample size and the lack of long-term experimental validation. The study concludes that the system strengthens the connection between political-administrative training and digital security, improving educational quality.
