In this century we face enormous challenges. For this reason, organizations, groups and people are needed to generate knowledge, skills, new ways of thinking and modes of action to respond to demands, thus revealing the role of higher education in meeting the objectives and goals proposed in the 20-30 Agenda. Not only is the preparation of managers important, but also that each institution has people capable of working alongside the manager in achieving the objectives for the continuous development of the institution, the improvement of strategic management, the increase in organizational learning, that also contribute to development, with the fulfillment of the mission that society has entrusted to them. For this reason, a model of advice to managers is proposed whose conception favors management and organizational learning at the University of Pedagogical Sciences. The model contributes to the improvement of management in the context of the current transformations of higher education to satisfy institutional and environmental demands
