Abstract

In the National Education System (SNE), the training and preparation of human resources is essential and necessary, essentially, the qualified work force (FTC) of the educational levels, because it is the only way to maintain the continuity of the processes in educational institutions. Indicators were defined to measure its efficiency, which includes the specific ones for student care and, in this way, raise the quality of the service provided.Based on the behavior of these indicators, joined with the insufficiencies in vocational training and professional guidance (FVOP), the breaches of the admission plans and the low efficiency of the training centers, the availability and distribution of their graduates, as well as the  dissatisfaction in the completion and retention of the qualified labor force, fundamentally, the teaching force that affects entire teaching groups and in the case of early childhood, limits the granting of enrollment to children of working mothers, all of which is evidence the contradiction between the needs for qualified labor (FTC) demanded by educational institutions and the shortcomings in FTC management to satisfy them.
